Development of Legal Education in the Republic of Tajikistan: Mechanisms, Successes, and Challenges towards 2030 Introduction

It is impossible to imagine modern society without laws and legal norms that regulate the relationships between people, states, and public institutions. The Republic of Tajikistan, striving to strengthen legality and order, actively implements legal education programs among its citizens. Special importance in this process is given to the Government Decree of the Republic of Tajikistan from November 27, 2019, No. 599 "Program on Legal Education and Training of Citizens of the Republic of Tajikistan for 2020-2030".
Main Goals and Objectives of the Program
The Program on Legal Education and Training of Citizens is a set of measures aimed at increasing the level of legal knowledge among the population. The main goals of the program include:
• Ensuring access to legal information for all segments of the population.
• Developing legal culture and consciousness.
• Enhancing legal literacy, enabling citizens to effectively use their rights and lawful interests.
According to section 5 of the Program, special attention is given to creating conditions for citizens to use their rights and freedoms, which is key to achieving social justice and equality.
Global Practices and Their Application in Tajikistan
The experience of many developed countries shows that the effectiveness of legal education directly depends on the methods and formats of its implementation. For instance, Scandinavian countries place a significant emphasis on interactive legal education methods, such as workshops, practical simulation of court sessions, and online courses. Tajikistan, in turn, actively uses such approaches, adapting them according to national characteristics and needs.
Furthermore, an important component of legal education is access to legal resources. In this context, the efforts of the Government of Tajikistan to expand access to legal information through official portals and information systems, which align with global practices of creating open data, can be noted.
Challenges and Prospects
Despite significant successes, there are certain challenges that need to be overcome to achieve the set goals:
• Insufficient legal awareness among the population, especially in remote areas.
• Limited access to modern technologies, which complicates the dissemination of electronic forms of education.
• Issues of integrating legal norms into the daily lives of citizens.
